How Can I Speed Limit My Whs Outgoing Connection?

I have a question, I occainsionally need to open up a remote acct to someone outside of the house but I want to limit the time and their download speed from me, but not cap the incoming... ideas?

I have a Netgear N600 router and everything in hte house is on static ips, if I need to do it that was I suppse I could, it just seems that this would be something that I could do in a user policy or something...
