Windows 7 Backup, Curious And Strange Event

I routinely (typically after Microsoft releases a round of updates) create a system image on a USB drive of each and every laptop/PC.  I rotate USB drives to always have one to fall back on.  After this most recent round of updates, I start with my Sony VAIO laptop, launch backup and the window is blank....

 

Strange...

 

I google the problem and find that I need to edit the registry to change a value under local machine/software/Microsoft/windows/current/windows backup from 1 to 0.  This corrects the problem and all is well.

 

I go to the next PC and to my dismay, it has the exact same issue.  Turns out, 5 out of 7 laptop/PC's had this problem.  How did this happen, and why didn't it affect the other 2?

 

I question whether or not the updates changed this value.  It's my conspiracy theory that Microsoft wanted to remove this because it the system image portion has been eliminated from windows 8.1 (it's there in Windows 8).  I've read a little hoopla over this feature being removed due to Microsoft saying from their research it wasn't used buy by very few users...  Well, I'm one of them, it's there, leave it alone.
