Apple Server Osx - 2 Locations Via Vpn

Hi,

I have a VPN connection maintained between 2 Cisco routers that has proven reliable.  I've installed the Apple OSX Server at one location but would like to have computers at both locations use its features.  And I have the We Got Served OS X Mountain lion Server manual which I highly recommend!

My plan is to setup DHCP on each router in different ranges so that if the VPN is down the network and internet access is maintained.  I'm looking for feedback on the viability of this setup.  My initial concerns are what would happen to the "remote" location if the VPN is down and the computers cannot access the OSX Server which are:

1.  Can Computers login with the Network User account without access to the OSX Server?

2.  I assume Shared Services such as Folders, Calendars and such will not be accessible but can a copy be cached and synch'd once the connection is established?

3. Any downside to having the Router handle DHCP instead of the Server?

Thanks for the comments and feedback in advance! :)
