Remote Access And File Download Speeds

It seems that no matter what I do, file transfers remotely cannot eclipse 100kbs, my up speed from my ISP is 1Mbs. Multiple file downloads will each hit 100kbs. It's not my ISP or the location in which I am downloading from...is it simply parameters in WHS 2011? Anyway to change this?
