Q's About Gaming And Server

The kids are into MineCraft game lately.   They like to play each other on the home network using MineCraft's server software (java).

Right now the MineCraft server is running on a desktop, which is rather inconvenient because it sucks up 50% of the CPU (3.13 Core 2 Duo) while in play.   When no one is using the game, it takes about 2% of the CPU.

Would like to move the game server software to my home server w/3.0 Athlon II cpu to free up the desktop.  The game server will not be hosting anyone from the internet.

Have a few questions:

1) How can an application (such as the game server program) on the WHS '11 server be started/stopped without actually signing onto the Console?

2) Will this change impact video/music streaming?
