Self-Build Replacement For Whs V1 Server

I've spent several hours this evening perusing the forum, trying to figure out what I want to do... and haven't come up with an answer.

I am currently running WHS v1 on a repurposed Dell XPS Gen 5, with a couple of MediaSonic Probox HF2-SU2S2's expanding my storage capacity, right now at 13TB.

Given the age of the Dell box, I am looking at building a replacement server. I am very satisfied with the ease of use involved with WHS v1, and have experienced absolutely no issues at all with the Drive Extender technology. If I could add another ProBox and guarantee that the Dell would run forever, I'd probably shut up and go back to lurking...

The server backs up three desktops and 7 laptops, and is where I store my music and video collection, currently around 140GB in music and 6.5TB in DVDs.

I'd like to build a replacement that addresses the following:
1) More storage - I don't want to buy another ProBox, but I need more storage space - only 4.4TB left, shrinking every day. I have no more physical space to add drives, although I can add larger ones. None of the movies are duplicated, and I'd like to fix that - God forbid this thing craps and I have to re-rip that many DVDs.
2) Reduced power consumption - the Dell is a gaming box, I'm sure there is something more efficient out there.
3) Reliable - why else do we need a server - because it stores all of our ones and zeros, it needs to be reliable.

I have some stuff hanging around the house that I would like to use, including an extra AMD Dual-Core processor and some memory, but am not tied to it - what I want is something that is going to serve me as well as this has for the last several years.

Thoughts?
