Server 2012 R2 - Does It Fix Storage Spaces?

I want to know if Server 2012 R2 fixes the two following Storage Spaces glaring problems:

1. The abysmal parity write speed (30MB with 5 180MB/sec disks), cpu load under 5% on a Xeon.

2. Balancing after you add a new disk or if you add a disk later.
