I'm not certain whether this belongs in Media Sharing or in Networking, but here goes.
For years, I've used a bit of software called SageTV for all of my TV needs. I have a couple of HDHomerun LAN tuners and a server box running Windows Home Server v1 that would record anything I wanted to watch as an .mpg file, then stream it over my LAN to client boxes (running Win 7) and two Sage media extenders. Sage was purchased by Google a couple of years ago.
Long story short, the primary hard drive on my server failed so I've replaced it with a new server running WSE2012. The OS installed fine and Sage seems to be functioning normally. Streaming to the media extenders is smooth and clear. But streaming to the PC clients is blocky and jumpy, unwatchable. It was buttery smooth with the old server. I've disabled SMB signing, but that hasn't resolved the issue. Anything else I should try?
