Lights-Out Ignored Action Veto From Backup

Hi i have set up LO to sleep from 06.00 - 12.00 my backup times are set between 14.00 - 18.00 so there should be no conflict there but Lo will not put the system to sleep as every day i get the message Lights-out ignored action Veto from backup can anyone shed some light ! on this it worked previously fantastic for years on V1 but i cant seem to get it to work on 2011 what am i missing ?
